More Than a Line School
VOLTA — the Vocational Outside Line Training Academy — is a licensed, non-profit pre-apprenticeship program run by NW Line JATC. Unlike standalone line schools, VOLTA is structurally connected to the apprenticeship programs that train Pacific Northwest Journeymen.
Graduates aren't starting from zero. They're entering the hiring pool already known to NECA contractors and IBEW locals, the same organizations that run the apprenticeships they're trying to enter.

Work with real equipment and energized systems under Journey-level instructors who are active in the industry, not just the classroom.

Pathway
Direct Apprenticeship
01
10-week, 400-hour program. Three sessions/year at Camp Rilea (OR), NIC Rathdrum (ID), Tacoma (WA).
VOLTA Pre-Apprenticeship
02
Earn the skills to compete for entry positions, line crew, equipment operator, or other entry roles with NECA contractors.
Entry-Level Placement
03
Apply to the Line Construction or Power Line Clearance apprenticeship, with VOLTA experience already on your application.
Apprenticeship Indenture
04
Complete OJT hours and classroom instruction to earn IBEW Journeyman credentials and union wages.

Total Program Tuition
Includes the $150 enrollment fee. Students provide their own tools, lodging, and meals.
FUNDING OPTIONS AVAILABLE
VOLTA accepts various grants, private loans, and external scholarships. A NECA Women's All-Expenses-Paid Scholarship is available annually. Federal FAFSA is not accepted.
Applications are accepted on a first-come, first-served basis. Once a class reaches capacity, the next 10 qualified applicants at each location will be placed on a waitlist in the order their applications are received. Waitlisted applicants will receive priority consideration for the next session by submitting a new application.
